North-facing high-altitude launch (~7,900 ft) on Mt. Howard above Wallowa Lake, reached by the Wallowa Lake Tramway, with a 3,400+ ft descent to the river-delta LZ. Only flyable in N, NW or NE wind; prevailing winds aloft are SW/W, so it's often a lee-side launch and best treated as a technical light-wind morning/evening thermic site. Requires USHPA P3, high-altitude sign-off and current Eagle Cap Paragliding Club membership. Best mid-August through September; land in the river delta, not the state park grass.
