Speed guidance varies by rating: PG ideal ~6 mph and max ~12 mph (P3); HG ideal ~12 mph, max ~20 mph (H3) so 20 mph is the max usable base for hang gliders, much lower for paragliders. Gust tolerance is small (only a few mph above base). Rating/access: H3/P3/M2 required plus USHPA and CUASA membership; min glide ~3.5.
