No club/USHPA site guide with explicit numbers was found for "Phipps" as a flying site. Phipps Park sits on the high south-facing bluffs/rimrocks on the southwest outskirts of Billings, MT (elev ~3825 ft MSL). Wind window inferred from the paraglidingEarth orientation hint (S, SW octants) plus the SW-facing bluff terrain. Ideal arc ~S-SW (180-225 deg, wind FROM), with marginal/cross edges out to SSE (~160) and WSW (~250). Beyond that the lift goes cross/leeside. Assumed moderate ridge-soaring speeds: ideal 8-15 mph, max usable base ~18 mph, gusts to ~22 mph; above that expect overpowered/turbulent conditions over the rim.
