Buffalo Mountain Flyers (USHPA chapter) site guide gives explicit numbers for the Panorama "PG Point" launch. Launch faces E/ESE; ideal wind direction is straight up the slope (~90 deg / due E), with an acceptable working range of 45-110 deg. Wind more from the North (toward the 45-60 deg edge) can induce mild turbulence immediately upon take-off, so the N side of the arc is the marginal/cross edge. Paraglider winds: ideal ~7 mph; max usable 12 mph (P3/P4), up to 15 mph (P5); peak gusts 15-18 mph for advanced pilots. Gust differential should stay under 5 mph in 5 seconds. P2 pilots: smooth winds 8 mph or less (gusty to 5 mph) and need clearance from a USHPA instructor before first flight. Hang gliders ideal 7-10 mph, max 18 mph (H2) / 25 mph (H3+). Hazards: large boulders near the launch slope perimeter; gusty spring/summer conditions require strong kiting skills. Panorama LZ is a "HOT LZ" with thermals released by surrounding trees and 600-800 ft/min sink outside the LZ perimeter; non-P4 pilots should avoid landing during thermic conditions (clear days ~11AM-4PM), so best smooth flying is morning or late afternoon/evening.
