Pine Mt. (Pine Mountain Rock L-3), ~26-30 mi E of Bend, OR, ~6,200-6,400 ft. NW-facing ridge launches (Mid + Upper). Desert Air Riders (USHPA chapter) site guide gives explicit numbers: ideal wind direction 310-360 deg, OK/marginal 280 deg through 020 deg; ideal speed ~10 mph base, max ~15 mph with gust factor up to ~5 mph (avoid gusts pushing peaks much over 15). Classic ridge-soaring + desert-thermal site. HAZARD: midday summer flying is extremely hazardous due to strong, punchy desert thermals; the site is best flown as an evening "glass-off" in the last 2-3 hours before sunset when conditions smooth out (look for 10-15 mph N/NW). Min rating USHPA P2; current USHPA membership required. Paragliding only (no HG/powered/drones). Avoid landing on private property in Millican Valley; watch for livestock/wildlife; 10 mph speed limit on private land.
